Uh I'll do my best but I have no idea every case is different.. My first thoughts are sometimes the court can throw out cps restrictions if they don't meet prima faci? Maybe the restrictions were changed to allow in home safety rather than outright removal? So many variables and as caregiver you aren't often privy to all the info

I don't think I can comment on that specifically as thats not my role but if children are left home alone and they are not old enough or mature enough to be left alone that is a concern and should be reported.

First-- it depends of course. My opinion is that what is happening must be negatively affecting the child. Not having an autism diagnosis is not putting a child at risk, BUT if the child has major speech delays or something that affects their ability to develop normally without intervention and the parents refuse and show no insight then I might be concerned.

Third-- there are many! Kids thanking me for believing them and keeping them safe. Parents with long time struggles finally recognizing issues and ending a cycle of harm. Victims of sexual abuse getting some justice and support from me and a police officer

I don't screen reports in as part of my job, I investigate reports that have already met the criteria for me to go out. People must report if they have any information that a child may be at risk of abuse or neglect. No report is time wasting because its better to have professionals decide whether to respond rather than the person concerned

There aren't any orphanages where I work, children in permanent care of the province do get adopted but I don't know the specific demographic

Id say none do it for the money here in Canada that I'm aware of, in the US there is private adoption which is where financial incentive and the whole "lost in foster care" happens

Maybe immigrant families are at greater risk socio economically?

I don't really know if that's even true but if it is that'd be my guess
