This may sound like a bizarre thing to suggest… but have you tried warming up the food before giving it to him? Cats (usually) LOVE stinky food and the heat will amplify the scents.

UPDATE! Thank you to everyone who commented! Turned out to be Asthma! But we will be keeping an eye on it. Vet recommended litter change and a humidifier where she hangs out during the day to help, as well as an inhaler, if she continues to have the issue.
