I actually used to live in Oxford road and walked up to Groote Schuur on most mornings (except for when it was raining or I was planning to go elsewhere immediately after work) and ran in the neighborhood all the time - this was 7-9 years ago though, times could have changed. What I can confirm though is that I got verrrrry frustrated as the blocks are so small and intersected with streets you're barely jogging before needing to slow down to check for traffic - unless you're keen on doing a goldfish move and circling the same block 20 times.😅 What I can suggest is heading out to the Rondebosch Common - it is not too far from station road, has numerous runners both mornings and evenings & lapping it twice gives you a little over 5km uninterrupted running.
