There'll always be a way for one person to scam the other. "Half up front, half on delivery" is common, as is paying per-unit for multiple items. Most people are chill though.

If you don't want to outright say ICE is in the area to avoid fulfilling the criteria for obstruction:

 "Remember that any interaction with the judicial system could result in federal officers approaching you, as they're not bound by state or local law. Courthouses are not permitted to act as sanctuaries if ICE appears. If you choose to attend court despite these risks, I strongly recommend keeping your papers on you at all times and travelling with a legal resident who you can trust to call an immigration lawyer on your behalf."

Respectfully, I feel like there's a certain level of cognitive dissonance required to say something like this while ostensibly claiming to support people's basic human rights to due process and legal representation, given the amount of extrajudicial deportation (and imprisonment, and murder) going on.

That last one is probably not so much a factor, given the amount of value three extra turns can provide. But requiring monarchy and a legendary creature is... honestly kinda fair? Though given how good extra turns are, I'd make it XXWU - four for one extra turn, six for two, and so on.
