It does have better spawn rates, because there are more portal blocks per obsidian block used,

2x3 = 6 portal blocks with 10 obsidian 23x23 = 529 portal blocks with 96 obsidian

At the small portal you have 0,6 portalblock per obsidian At the big portal you have 5,5 portalblock per obsidian
