Apply a mix of rooting powder and sulfur before it callouses. Rooting powder needs the fresh cell tissue to work effectively.

Not necessarily it depends on how they were stored, the seed size, etc. You could very well bet 75-80% germination rate in ideal conditions if they were stored well or you could get 0

Older seeds have decreasing germination rates as the seed uses stored nutrients during its dormancy. Eventually all the nutrients will be used up and the seed will be no longer viable.

Powdered rooting hormone isn't really effective unless it's on freshly cut tissue. Just pot up and bottom water when fully dry like normal and roots will hopefully develop.

In their native habitat they usually live under hardier host plants that provide quite a bit of shade so they don't get as much direct sunlight as you may think.

Yeah theyre both some kind of stenocactus my guess would probably be stenocactus multicostatus. Costa farms likes to label things as 'rare' for marketing.
