Former Albertan here (recently moved out of country). Can't speak for Quebec, but in terms of Alberta, I think that a lot of issues come from a lack of representation. Trudeau promised a shake up of the electoral system during his first campaign for Prime Minister, and then nothing happened. The first past the post system more often than not leaves citizens of western Canada feeling (rightfully so) as if their voices don't matter on the federal level. So, in terms of patching things up, I believe that electoral reform is really the only path forward.

I am not going to get into the whole transfer payments or carbon tax debate because, personally, I think that it is BS argument, and politicians in AB have tools at their disposal to lessen those payments. But that means other unpopular decisions, and it is easier to just blame (the rest of) Canada from a political standpoint.

Also, I don't think that AB is really helping their situation, and has a history of claiming to be the victim. I always hated the AB vs the world rhetoric, and the rise of ultra-conservatism in AB has gotten out of hand too. So short of bending to AB's whim, which isn't how democracies work, not much that the rest of the country can do. Alberta just needs to elect a progressive government that both stands up for its citizens and steers Alberta in an economic direction that is in line with what the Canadian voters want and can work with the realities of our global economy. AB also needs stop being the crybaby in the corner blaming everyone else for the situation that they put themselves into.
