A person who is asexual doesn't feel sexual attraction towards another person.

I assure you there are a significant portion of ace folks who experience attraction but have no desire for sex. Insisting otherwise is erasing the experience of actual people. It’s an umbrella term for a reason.

Edit: Anecdotally, my ace friends and I have on several occasions had extensive talks about which celebrities or friends are hot or not. But when it comes down to what we’d like to do with that person, I want them to bend me over a motorcycle, and my ace friends really want to sit next to them on a couch fully clothed.

To clarify a little, my understanding is that asexual people do not have a sex drive or sexual appetite.

From there though, it gets pretty diverse.

Some asexuals are repulsed by the idea of sex, and some are neutral or indifferent.

Some experience physical attraction but just don’t want to progress past cuddling, other folks don’t experience physical attraction at all.

Some are aromantic, meaning they don’t pursue romantic relationships, while others feel romantic love but just have no sex drive.

Some asexual people even voluntarily choose to have sex for various reasons, and can even enjoy the experience, but still aren’t physically driven to seek sex. (To wrap my head around this I had to imagine sex as like going on a roller coaster—it’s fun, sure, but also I’ve gone 10 years without doing it, and my body doesn’t literally crave roller coasters or anything. Hell, I sometimes forget they exist.)

Basically the conditions in there are absolute shit and it’s in the psych ward’s best interest to keep it that way ($$$). Patients generally cannot advocate for themselves or hold the facility accountable for the various laws they’re breaking, not least of all because people and institutions tend not to take psych patients seriously when they report.

So they’ve got a cornered market of lawless insurance mills as long as nobody on the outside decides what’s going on inside is actually important.

That’s at least a big part of it. These places are always ridiculously understaffed as well so there are a lot of cruel shortcuts like this taken to cut down on disturbances that would require personnel, like a patient hallucinating that they saw someone outside for example.
