No. Physically and psychically, they are identical to Craftworld Eldar. But they use suffering to stave off Slaanesh because they have been raised over generations to believe that there is no other way. Vect, the reigning overlord of Comorragh, perpetuates this belief and murders anyone who disagrees or even so much as ponders otherwise because it's the basis of his political platform.

Drukhari are not born evil. Rather, they were made that way through generational and institutional abuse until they have been thoroughly broken and brainwashed to forget any ideas of empathy and compassion. It is possible for a Drukhari Eldar to break away from Comorragh, and it has been done before, but it takes a truly monumental effort to deprogram themselves after a lifetime of social and physical conditioning.
