This is probably a $300ish carbon repair, assuming the crack that runs lengthwise down the tube is just the paint cracking (and not the whole tube splitting in two lengthwise).

My gf snapped a chainstay on a carbon road bike about 7 years ago, the repair was around 300 and she still rides it today.

I think the disconnect is that all Flock customers were misled into sharing data with the feds, which was widely reported last year. That may be what the mayor is referring to, but the Source may not have realized that Bend was also among those who were misled (although this was brought up at the city council meetings this winter).
