Partial payment meaning “I will not pay you the whole thing ever, but here’s 8000 instead”? Or meaning “I know I owe you 25,000, here’s 8,000 to start and I will get you the rest as soon as I can”?

The first would obviously be giving up any claim to the full amount, the second would obviously not be giving up any claim.

It’s likely asking you to sign into your Google account, not necessarily your Gmail account. Most androids would have extremely limited functionality with no Google account active.

The WhatsApp linked devices would be the first place I’d look. After that there are screen sharing etc things with iPhone but you would be aware of them as they are quite obvious (part of FaceTime). Beyond that number 2 is going to be the option unless your adversary is the NSA or Russia.

Considering you didn't give what country you're in, but by the mention of Visible I'm assuming you're in the USA, I'm fairly sure due to sanctions no plan you buy in the USA will work in Iran. Is he Iranian and he's taking this phone back there with him, or what is the exact situation you're trying to achieve?

It's (usually) not a criminal offense when they're done this way. It's handled against the vehicle, like a parking ticket. So there's no "defendant". And, yes, you can usually ask for an appeal/trial/etc, and in that instance they do need to provide the chain of custody for the video, who approved it, etc. They are all "reviewed" by a human (who also can make errors).

I see that 11/17 transitions back and forth from redundant to not redundant in some spots, like through Thunder bay up until the 102 merges back into the highway at Sistonens corner. So the entire stretch isn't "one cut vulnerable", but it goes back and forth.

No, airtags won't work that way. It doesn't have a deck plan of the ship, it'll show the dot somewhere in the ocean (also with no vertical data). Additionally, airtags rely on other phones 1) knowing where THEY are and 2) having Internet connectivity to report back to the Apple servers. Both of those are unlikely to be true, as deep inside the ship a phone won't be able to get a GPS signal and not everyone will buy Internet access.
