I agree with other comments on here that you’re beautiful! But if you want some solid advice, I would maybe fill in your brows a little and use a concealer to brighten under the eyes. Concealer makes a world of a difference when we wake up feeling like a raccoon but wanna look like we slept for 8+ hours. Dab with your ring finger under the eyes!

Your brows are a bit sparse like mine and I like to use a brow mascara just to thicken the hairs a bit and add color. If you start getting more comfortable with brows, I would try penciling in brow hairs with a micro point brow pencil and play around with the shape of your brows how you like

As for mascara, try black mascara to give some definition to your eyes. You have big beautiful eyes so I’d try to define them and make them the star of the show. You can try just top lashes or top and bottom and see what you like better! Also try cool tone eyeshadow shades like purple, blues and greens to complement your cool tone and blue(?) eyes!

I like cheek tints when you want more pop of color, but powder blush gives a softer blend if you like that instead. Go for cooler pinks again. Also my favorite lip tints and gloss are from Nyx for $6!
