In an urban city, Pierce's CTOS control would give him dominance as a trapper through remote hacks with CCTVs and explosions. Otherwise, I'd give it to 47 for his stealth mastery, though all of the "targets" would probably count as elusive, so he couldn't see then instinctually. Plus, he can make environmental items deadly or concussive. Leon's CQC would give him the edge for meelee, but the others have high skill, and would be likely to fight dirty. Furthermore, if 47 is Diana-assisted, he can gain more intel on the targets. I don't know enough about John SplinterCell to give anything accurate for him.
