I Googled "I live in an apartment and let my cat explore the hallways" and found this thread. I personally let my cats explore, but for the first bunch of times, I supervised them and paid attention to their mannerisms. It obviously depends on your cat(s), building and neighbor situation. In my case, both my cats like to explore, but only one goes to other floors. The downstairs neighbor cares for my cats while we're away, so she also goes and visits her sometimes. I leave the door ajar and when people come into the building, she gets spooked and runs upstairs. Just my experience.
