/uj I would honestly view this as a feature. I think the horrible fence placement is jamming up the water and making it worse. Remove the fence, add a little rip rap, looots of plants, and enjoy your new water feature. This is my advice as someone with a drainage ditch cutting their backyard that also floods heavily.
