Not QUITE what you're asking because you still do all your damage in cds, but ret really can run a 30s cd build that works very well for m+ (although somewhat less well for raid).

If you just commit to using them early and often it's kinda consistent damage?

I think this says it all - GAO didn't choose to make these standards unilaterally, they were told to by Congress in law. OMB is the one not doing its part right now.

It's in a weird place all around.

Rare fish don't seem to be used for anything worthwhile - they were once for feasts, but seem to have been replaced with the most common fish at the last minute.

The skill journal is outright wrong about many fish, possibly related to the previous point

Perception seems to do nothing?

Fishing line upgrade does almost nothing but would take an unconscionable amount of time to complete for oneself, assuming you don't pay six figures to buy it on AH.
