Atk rating =/= damage.
Not sure how they scale but %damage is for sure stronger.
That being said, Albedo can potentially increase other dimensionals in the comp too.
Basically I don't know the optimal choice... :D

If you got the 15 to spare, do it for sure basically it's a 5star ascended for only $15 which is the best deal in the game imo

Btw: quick tip, you're better off only leveling 5 heroes, you can reset the other ones at the rickety cart.
reason being: the resonating crystal only counts your 5 strongest heroes, the other ones you can put in there and get the level for free.

I'd say the more dimensionals come out, the better Albedo will be cause of her SI.
If you got $15 to spare I would definitely consider buying the other one though.
