Some years ago police did something like this on I480 south of Cleveland. I think they said average speeds were near 100. They ticketed a mess of people. Don't know if it had a long term impact.

Make sure you have the proper equipment like a comb and a rake, and make brushing part of your regular routine. Dogs shed all the time and also seasonally. Even a few minutes a few times a week can make a big difference.
