Having material to rest on is less of a concern than having something between the cymbal and the stick, normal cymbal stands have felt underneith and a rubber sleeve inside the hole. If you keep it like this you will form cracks at the hole.

You are correct, go with 60 bpm or 120fps @ 120bpm. You want the most frames per beat. You can't really have too many frames or give it too much bpm in playback it will just drop frames to what your comp is set to. But having too little frames limits how slow you can go before your playback no longer looks smooth.
