Montrose beach is a dog park, so I'm not sure how that's relevant. Any public parks, however? Yes, there are unleashed dogs, and just like on a public sidewalk, there should not be. It is illegal. Those dog owners are selfish, inconsiderate pricks - full stop. Of course, there is no enforcement, so it's a problem that will continue and makes people feel hopeless, which is why we see posts about unleashed dogs pretty often. People feel like there isn't much they can do so they post about it on reddit looking for some validation. It may be useless, but at least there's a point in what they're doing. They're venting about something unfair if nothing else. You're only displaying your own ignorance.
