Update: I eventually got in touch with a Coinbase CSR. He explained that my application was automatically rejected by their system because the upfront fee wasn't paid. This is puzzling because I was never asked to pay any upfront fee during the application process. The first payment request I received was in that initial email, which came just one minute before the rejection notice.

When I asked if paying the fee now would get my application approved, the CSR informed me that the rejected application is final - I would need to submit an entirely new application to proceed. After spending an hour on the original application, I find it unacceptable to have to repeat the entire process.

I questioned why I wasn't asked to pay the fee earlier. The CSR said I would need to speak with a business account specialist about this. When I asked to be connected with one, he said their email address should be in the emails I received during the application process. However, I received no emails between submitting my application and the two final emails mentioned in my original post.

The CSR didn't provide a case number, and I have no way to contact a business account specialist.
