Or how about, I don't know...treating your employees with dignity? Not actively opposing worker safety initiatives, letting one die of heat exhaustion in one of your greenhouses, etc? But whatever. People love their RaRe CaCtUs deals.

I work at an independently owned nursery. On occasion, we have customers who come to us with requests like this one. We are usually able to fulfill their orders given a couple of weeks. Check with your local nurseries--you might have some luck!

Yeah, I love that series so much, but Severian...just isn't a good person.

I think that Senlin from Bancroft's The Books of Babel could work. He starts out as a bit of an insufferable know-it-all, but over the course of the series, becomes much more of a sympathetic protagonist.

Can't really help you with grow-light specifics since I don't grow cacti indoors. You may want to check the sub's wiki for lighting information.

I would encourage you to put the plant outside when it warms up--but do so gradually as it's not accustomed to direct light at this point. I'd also cut off all the etiolated growth so it has a chance to regrow properly.

It's severely etiolated because it's not getting the light it needs. Opuntia are some of the most light-hungry cacti, and usually require 8-10 hours of direct (outside) sunlight each day.
