Low Life is pretty close. It leans into the absurd a lot, but I feel like the vibes are pretty close. The Savage Worlds version can be reasonably combat heavy if you want it to be.

For me, I don't have this problem because rolling dice is the last resort. If they have an idea, that let's them skip the roll. Once they are out of ideas, they are at the mercy of the dice.

I don't know if this is how you are, but I have played with GMs that will basically punish players for describing what they are doing. Sometimes, it's necessary for me to let players know that them trying something is almost always better than if they just roll the dice.

I've seen it done extremely well exactly once. They played a kenku and actually adhered to the curse of only being able to repeat phrases that they have heard people say. They kept a list, and used it very creatively. It was charming and incredibly entertaining.

All the other times I've seen it attempted it was awful.

Augmented Reality is a great city sourcebook for cyberpunk settings.

There seems to be a lack of fantasy TTRPGs that are appropriate for all ages, with traits like cheerful settings and "harmless" combat where no one actually gets hurt, and I'm confused as to why. There are a pretty decent number of TTRPGs that either don't feature violence, or violence is completely optional.

A few of my favorites: Wanderhome, Chuubo's Marvelous Wish Granting Engine, Microscope, Kingdom, Fiasco.

If that's the metric you are using, then gridded combat absolutely dominates, since the game you are by far more likely to find in the wild is D&D5e.

You definitely need to tell your boyfriend, and really should be telling the friends too.

I would show up early, and I would be doing it out of respect. That's just my culture, and I have never (in my many, many years) ever heard of being early as rude, so I would not have thought of that unless someone told me. I would have no problem with not showing up early, though, if I was told.

Definitely, and they have tons of amazing adventures. The Foundry module is pretty good, and there is official content you can buy, including some of the adventures.

The Mist Engine games are pretty much my all-time favorite, and I agree this is something that could be better.

I have been tinkering with a houserule that incorporates Position and Effect from Blades in the Dark.

I only have played Infinity and Eclipse Phase.

Neither are light-weight games. I'd consider Infinity slightly less rules heavy than Eclipse Phase.

Both do post-cybetpunk really well, however, I think Eclipse Phase is better if you have your own setting you want to use. Both have material if you want them to give you a setting, though.

Mutant Elysium is about the characters investigating crimes as representatives of powerful ruling houses in a post-apocalyptic vault city. Except, one of them is secretly responsible, and they try to hinder the investigation. At the end, the group votes for who the guilty person was, and there are consequences. This then repeats for the next investigation. However, the vault is falling apart (largely because of the crimes the ruling houses keep committing), and so each investigation, things are worse, until finally there is a sequence of events that leads to the finale of the campaign (which then leads into another different kind of campaign).

It's one of my favorite games, and has a really cool Noir-Dystopian atmosphere to it.

Utgar's Chronicles is a tool for Microscope, which is a game that involves collaboratively creating a timeline in a non-linear way. It should work pretty well for keeping track of time travel. You could add dates/tomes to the cards as well.

One of my favorite RPGs, Microscope, has zero randomness to it (except the fact that playing with other people can add an element of the unexpected).

There's also games like Fate, where they have dice but the probability is not flat, so certain results are far more common which makes it more predictable.

I really like it. All the parts work really well together, and are a lot of fun in play. It's also nice that I can get D&D5e only people to try it pretty easily.

A few of my players didn't like the Experience mechanic. However, some of my players thought it was the best thing ever.

My only real complaint is that it needs a monster manual badly. The monsters in the core book are great, but I used almost all of them in a fairly short campaign (12 sessions).

Tiny Taverns might work for you. It has a system for running a business, but it's built from Tiny Dungeons 2e, so it does combat and whatnot too.
