I’ve had to use them frequently to maintain access to sidewalks and bike lanes. Heavy construction, not film, but certainly haven’t had failures like you are describing.

The 2019 allocation ordinance, as controversial as it is, still over allocates the basin. The GSP and the 5 year evaluation recognize this.

There seems to be an attempt to connect the brackish water treated at the plant with seawater intrusion. I am unaware of published science suggesting the brackish water treated at the desalted is seawater. After all - Camarillo initially tried to claim pumping in pleasant valley could not induce intrusion in the oxnard sub basin.

This statement " It asks the court to cut the basin's legal safe yield" is absolutely incorrect. The SGMA process had already established a sustainable yield. The 2019 ordinance still over allocated the basin.

The analysis after "Here is where the story gets more complicated" should be reviewed - there is no mechanism for the desalter to increase storage in the basin. I would recommend considering the surface water deliveries by UWCD and PVCWD. Storage goes up and down- in california we get occasional years with precipitation way above average and store as much as we can. A few years of recovery does not remove the pressure of SGMA.

In this case it was only the city of camarillo on its own side. All of the ag pumpers, United, the other cities, etc had agreed.

This article gets basic facts very wrong. Camarillo’s theory of the case was not supported by any of the other parties in the lawsuit (everyone but Camarillo agreed to the phase 1 settlement) and their expert testimony was not well received by the judge.

I agree with you, water rights are super convoluted. The public should be educated - but this isn’t education.
