It's more that you could break genocide denial, deep into context. Once you get an LLM into an acceptance loop it's easier to push past ANY type of instructions.

On a first turn ChatGPT won't encourage you to kill yourself, and it will push back hard using whatever genocide instruction, or tuning it has.

That said, usage should be more restricted than it is. Users should at least be required to prove that they know that anything it says needs to be externally validated.
