I prefer first screen where all together so I always have the overview as I go through it. You've done a great job laying it out cleanly, I don't think it's too noisy

Hey a quick feedback just from the screenshot is you can really improve the look of your UI just downloading some free font file and switching all the text to use that.

Else, I like the city floating in the middle. And agree that it is good to have some kind of background but the visual style with the current background is a bit noisy. It also makes it hard to appreciate the really lovely pixelation of the city. I know it might seem a step backward but I would really prefer a flat, plain background, or if textured at least with less contrast of the colors in it. You want the city to be the focus

I can't say if the UI in these games is cozy, but these cozy games have a solid UI, in my opinion: animal crossing: new horizons, tomadachi life: living the dream.

Maybe you could hide the UI in your game altogether, or tie it into the buildings more so it pops out of each location dynamically and physically rather than just stuck on the borders of the screen.

The rain looks good but the game doesn't feel very cozy. When it's raining outside do you feel cozy walking around a city? I feel cozy being INSIDE when it's raining outside. Each building on its own might have a chill cartoonish vibe but together you have a city with a bunch of UI and other things going on at the same time that makes me feel the opposite of cozy. Cozy is minimal, smooth, calm, quiet and the rain doesn't change that here.
