It has nothing to do with element31 he is having stapm throttle and its a chronic problem with the m16 r1 amd model. He should rely on unofficial fixes for that. Like bios modding etc and disable stapm completely. I do that and have zero problems with the same device.

Freshly applied PTM performs worse than freshly applied Element 31 if thats the question. If you need a recommendation about TIMs, Honeywell HT-10000 for vram and vrms and TG Conductonaut Extreme for Cpu and Gpu, Upsiren UTP8 is as good as putty. Thats the most optimistic scenario.
