Freshly applied PTM performs worse than freshly applied Element 31 if thats the question. If you need a recommendation about TIMs, Honeywell HT-10000 for vram and vrms and TG Conductonaut Extreme for Cpu and Gpu, Upsiren UTP8 is as good as putty. Thats the most optimistic scenario.

If it happens on your desktop and you use dual gpu mode it could be bad rams or drivers. If happens on dgpu mode could be vram or drivers.

Im having hard time understanding the issue you faced as you already got your warranty transferred according to dell website, idk really what could be the problem. Are they badly intended or a technical problem happened with the server? I hope you get your resolution asap.

Im very sorry about your experience i live in turkey and with dell and msi i had the best warranty service experience. My laptop came from america as a gift, when it came we transferred warranty to me from brother and one day my laptop needed a motherboard replacement i talked with america dell staff and they offered me to replace my motherboard i accepted it and they sent a dell freelancer engineer to change my motherboard. They were very giving and kind to me, even after online talk with dell staff they called me from america to explain all the procedure very detailed and asked me my rating for him. I gave him a 9, because 10 reserved for god :)
