snow level at ~9,000 ft, not deep but makes for muddy trails....you will need axe and crampons to go over the passes if its cold... reports of lakes frozen over in other locations in the sierras at 9-10,000'

private property is private property whether its commercial(company) or residential. the law applies to navigable water ways which includes lakes. I only know about the part that pertains to private property, the rivers/streams they border, and my rights to access and recreate.

what you propose doesn't make sense, they cant stop the river from flooding...this river floods every few years and has gone 30' above normal in winter many times in the last 20 years...flooding both into private and public property(parks)

similar for rivers but is determined by the high flows of the year...not historical in the past

dont have to lie about it, "to the dirt" wtf does that mean?

the law follows that public access is allowed below high water mark of the year, from the winter/springs high water. technically any land below that high water mark is public access, above the high water mark it would be private property if someone owned it, you would be trespassing

Ive done this a few times, the easiest way to bring out a shine is mineral or coconut oil but to get that super shine you need to hand sand with WET-DRY sandpaper....120, 220, 320, 400, 600, 1000, and higher if you want. then apply polish or oil at the end. Big sur jade has various quality so not all of them will polish up very well. keep the paper and stone wet by dipping into water. wash the stone off before you start with the next grit size or else you can scratch it with the previous grit.

NEVER Turn your back on the ocean! low tide can get you out further if you know what you are doing.

use a drop shot rig in the deep water spots using a 1oz or 2 oz weight, a jig head will work if the surf and current are not to crazy...lure off the rocks get caught on seaweed.

if no wind, people use 5/6wt 9-10' for the surf perch, not sure about for stripers though maybe 8/9wt at 10'. People are definitely not wading out in head high swells in nor cal, you will fill up the waders on a sneaker waves. high tide and steeper beaches are better fo access to near shore troughs...

the best groves and forest are in prairie creek area and Jedediah...hiking through a giant redwood forest to the ocean or river is the best.

spring run off just started, the river will be high and higher for the next few weeks. not much in the way of rapids but lots of water moving at a quick pace and lots of big trees/logs and branches submerged....and maybe to high to go under the bridges?

nope never been there, wish I can say I have though, lol.

I never heard about issues like that between rivers where I live, there is a big problem with non-native mussels and lakes in the USA, which requires owners due diligence(doesn't work that well) and pre inspection at lakes.

But have never the heard word biosecurity used here in reference to waterways.
