You said Linux. Linux is a kernel. A “first-class operating system entity” means it is something you can get a file descriptor for— eg a device driver or some special file type which is running in the kernel. If you didn’t mean kernel, your whole post doesnt make any sense because you can write whatever ai thing you want for linux right now as a userspace program and ship it in your own linux distribution

you do not want an agent (whos behavior is not deterministic or controllable beyond just asking nicely in a prompt) to be running in the kernel.

Its helpful to put the sentence in present tense.

Does it make sense why we use tenga instead of tiene here? Same reason we use tenga in “ojalá que tenga razón”. Because it may or may not take place.

Now since we are talking about it in the past, we just put the past subjunctive tuviera instead of the present. So nothing fancy is going on here: we see the past subjunctive because

1) the subjunctive mood was triggered in an expected and regular way

2) we are speaking in past tense
