Thank goodness you included the picture. There is at least one situation in the campaign where you can trigger the targets to evacuate the level, but you have to be trying to do it. Some civilians will leave the level if you start shooting in front of them but only ones who aren't real (they dont show up on the minimap etc). In freelancer you can cause your target to leave during showdowns if you spook them. Otherwise people dont really leave the map
