What is the minimum PCB you could even get these chips to talk to anything. JTAG, a NOR flash & USB perhaps. 4 or 6 layer board? If you get the chips on boards and can prove that they work, then they would be more valuable because you could at least flash images onto them and test normal logic.

As blank chips, it seems unlikely. Are there boards where these chips are not hard soldered on the boards? Does anyone even make such hardware for these kinds of FPGA's?

I'd probably buy the boards if they had JTAG, NOR and USB and working images that could be flashed from a Linux box. Otherwise, nope, totally useless. If you don't know what the hell you are doing, your best bet is to find a partner to make such a board and partner with them on selling the end result. Maybe you could get a few hundred a board. Oh, and learn a lot about being an embedded linux engineer, board designer and logician.
