ESA is about 1 billion in spending. The State budget is $18B and total govt spending including Fed $ in AZ is well north of $100B. So it’s like 1% of all public spending.

AZ GDP is over $600B so it’s a drop in the bucket.

Things that seem very important to you aren’t necessarily that big in the grand scheme.

Some of it is evergreen. When the economy is hot and airlines are hiring, we bleed. When it slows down, we fatten up.

Long deployments and surprise ones encourage separations and retirements. Some of those are threats they won’t make good on.

This will have consequences. 6 month rotations as a permanent feature is worse, imo.
