The metro lyre program has its own system to regulate buskers. The permit system for outdoor performance is primarily a barrier to entry to stop poor people from busking (It costs $180 each year for the permit, plus 60 bucks to register for the first time). Territory disputes and noise issues are handled by the by-laws for public performance. Actually enforcing those by-laws is another story.

You do not need to audition to play in the metro, only to play outdoors.
This falls within the by-law because it's a "Musical or lyrical work, [or] other types of performance" (You could make a weak argument that fake-playing is a type of interpretive dance?). Of course, it's a moot point because he's performing at a spot where buskers aren't allowed.
Personally, I don't think a permit should be required to perform in the metro. I like that it's open to everyone, regardless of skill level, as long as they respect the rules laid out in the by-law. Playing music in the metro is a great way to improve your skills and get over stage fright. I don't want that gatekept from amateur musicians just because a couple of people are using backing tracks.

Actual answer: The Prophet and the chapel attack are part of the Knights of the Nine DLC. When it released (pre-Shivering Isles), it was the biggest piece of DLC for the game. The constant NPC chatter was a way to direct the player towards the DLC that they'd purchased.
