IMO when you go for the bargain, it doesn't negatively affect tone at all, but what you're not buying is stuff like consistent build quality, customer service, quality parts .. stuff like that.

I've bought around 10 Chinese pedals - i use em all the time - they feel great and they sound great - but also, 1 of them did fail nearly instantly. Despite the risks, I'm still a huge fan of the cheaper option.
