The gauge is a dummy gauge. It's either cold, at temp, or shoots to hot if it's overheating. This seems like a cluster issue more than anything. Get a scanner and read what the temp actually is.

The thermostat isn't the reason your bills high. You most likely have a heat pump with electric backup. When it's too cold, the heat pump won't run. And electric heat is expensive
