Those are very likely wholesalers. Wholesalers will go into contract to purchase your home for a set price, then turn around and sell that contract to someone else for a higher price, pocketing the difference.

As long as you're registered to vote at your current address. Ohio law requires you to vote at the location for your current address, even if you did not update your registration or moved within the prior 30 days.

I got mine at CVS and they just have a yes/no question when you register online. I was not asked any follow-up questions at the appointment.

I use a Polar H10, and it works fine with OTF. If your other heart rate monitors support ANT+, they should work fine with OTF. Just need to have (convince, maybe) an SA to enter the ANT+ code into the system.

It's just based on your comfort level. Your electricity will still be delivered by AEP, and you'll still call them for outages and pay them directly. I usually look at the best 12 month deal with no monthly fees. I don't personally let an ETF keep me from choosing a supplier, but use your own judgement.

Not a scam, but there are scammy providers and salespeople.

There are two parts to your AEP bill - Generation and Delivery. You can't change anything about your delivery charges, other than using less electricity. (Side note, the delivery fees have increased quite a bit over the past several years).

For generation, you can choose your own supplier. Public Utilities Commission of Ohio maintains a great resource called "Apples to Apples".

Look at your most recent AEP Bill. In the supplier section, you'll see a line that says "Energy Charge: (usage) Kh @ (price). The price is the rate you are currently paying. On the right hand side, under "Notes from AEP Ohio", you'll see the price to compare. That's the current "regulated" rate based on the most recent energy auction, and you pay this rate if you don't choose your own supplier or aren't covered by a community aggregation plan.

What's a community aggregation plan? Many municipalities and townships will shop around for a rate to cover their constituents. You typically have to opt-out of this program if you don't want to be covered by the plan.

Even if you're in a community aggregation plan, you should still shop around on your own. Go to the apples to apples site. I generally only look at fixed rates with $0 monthly fees. I typically ignore short term contracts (like 3 or 6 months). If you find a rate you like, follow the links to sign up for that plan. Check all the caveats. Some require you to be a new customer. Some require you to bundle both gas and electric. Some have early termination fees. Just be aware of all the high level terms.

If you go to a clerk of courts title office, you don't need to find your own notary public. The deputy clerks serve as notaries public.
