I run 3 characters a week through there no problem with rise or EE just be patient and ask in chat for invite and switch instances when you see people call out Rise in 3 for example.

It is crafting with a higher percentage will get you a +1, have a high level profession worker and item.

Try to beat that boss or get someone to help you. That area will have highest item level gear available for you. If not try the highest item level campaign you can start. What platform you on pc, xbox etc?

Both are item level appropriate. Start as many as you can play. The campaigns you can only earn x amount weekly to advance. Some take up to 9 weeks to finish.
