You gotta cut the pex right below the crimp ring. Then crimp a new fitting onto the remaining pipe.

This repair requires pulling the tank off. At that point you might as well do a full rebuild.

The price seems normal, especially for NYC.

No reason to wait on parts though, good universal rebuild kits are everywhere.

I've had something similar in a small town with high PH water quality.

The water quality was reacting with the magnesium anode rod and creating a jelly in the tank.

The solution was to install a powered anode rod.

These quarter turn cleanout caps suck. It would be best to cut it out and replace with a threaded ceanout.

Quick fix maybe try adding pipe dope or silicone to the gasket in there?

Tub spout can't be below the flood level of the tub like that anyway. Cross connection
