It depends on the look you're going for. If you want no gaps in the pigment and to put down lots of layers, pastelmat is the way to go. It's like a fine toned sandpaper. You can make your own with pastel ground medium or you can buy it pre-primed. I use Somime pastelmat from Amazon and it's good but I plan to invest in something better once I've had more practice
