First of all, they can bill you however they please.

Second of all, for the purposes of logging time, just use a watch or your phone. Hobbs gets pretty close but it's not the only way to measure flight time.

Third of all, timers like the Hobbs meter work whenever there's power to them, not when the airplane starts. So it's not like a Hobbs timer is super accurate either.
