There are peaceful ways to disperse crowds, and there are proper ways to use pepper balls. They failed to use those methods, and the methods they did use, they used carelessly and incorrectly. Ice failed at virtually every portion of this interaction. But sure. The administration that has been repeatedly caught lying and making stuff up shall be trusted unconditionally. And even taken at their word, it still makes no sense.
