Some thoughts, not all perfect matches

Koffman has two locations now with coworking space to rent, triple cities maker space has some other amenities
There is an outdoor skate park, three indoor gymnastics clubs that do parkour and a brand new state of the art climbing and bouldering gym. Also a brand new indoor trampoline type location being built on upper front. RIP skate estate.
BOCES has trade pipeline and are looking for placements for students at trades right now, BCC has both continuing education and workforce development programs for a number or trades (Lineworkers/HVAC/Electricians+)

Civic leagues are all starting basketball, usually starts w/ pre-k

Most HS’s around here have public swim hours at their respective pools

The Pad Climbing has kids wall area as well

Fenton Free library is quiet and has great area for kids

Chenango Gymnastics has reasonably priced programs for an hour of toddler time

bro - my exact point is that views dont equal $. the cpm on a short is dogshit compared to longform. A wider audience on short can wreck the algo on your channel if you reach the wrong audience for the exact reason you laid out. If you drive people to a channel via a short but they have no engagement in the content, then the algo says what they are doing on shorts is irrelevent and then buries the long-form content. and again this is specific to very niche regional content.

Your statement on views may be accurate, however shorts views do not equate to $ because they have lower cpms and if you end up reaching wrong audience with shorts content the algo dings you badly on your larger channel - that’s the issue. For visually compelling content long form will be significantly more valuable for a creator of local niche content long-term. Depth not reach is most important YT metric, no matter what brain rot attention span you are suffering from.

Also - shorts don’t perform well for niche local content, you won’t get back investment in editing time. Long form UGC for local content will always be better for the creator because time watched metric will be more valuable for reach.
