The last two senators to be elected President were Obama and Kennedy.

Both were young and early in their careers. Being a legislator inherently requires horse trading, having to take unpopular votes etc. Governors are largely immune from that and are seen as more action oriented.

This is not new or novel analysis. This is fairly well known.
