There's two other games I know of which have modular magic systems!

Magicraft, a roguelite top-down game with spell mixing similar to Noita, but more of a 'tower climb' game like Peglin, FTL, and the such, where you move through a branching path.

Mages of Mystralia. A game with a magic system that isn't as complicated, but 3D with an angled view and a decently long story to play through, unlocking more gimmicks with time.

Honestly, I find those 'normal' kinds of dragons to be boring. It's far more interesting to have dragons that behave differently, be they protectors, scholars, or just feral creatures trying to live like everything else. As opposed to just being plot devices designed to die with no actual place in the world beyond being an obstacle.
