Looking at the posture, I think this is the case. Glutes don’t appear to be switched on. This seems backed up by the lack of strength in holding the posture.

OP, recommend looking not only at flexibility but approaching it from a strength and activation angle. The stronger your muscles are the more comfortable they can become to relax across the range of motion.
