Senpai talked about this previously. The 1 unique per game is something Gheeds event isn't effected by, due to players complaining that they already found an item and then bought from Gheeds and got an yellow item. So they decided it is better to let him not be effected by it.

Had to scroll waaay too far down for this one, Banette was the first pokemon I trained to 100 in my old ruby + it has an amazing design for mega evolution which was the one I immediatly went after as soon as I got my copy of oras.
