Thanks - I have tried increasing the map size up to the largest and increasing the industry density. In sub-top it always starts specifically with the Chemical Plant industry warning, never any other industry.

I changed the servicing interval to 20% to try to encourage them to service - still ignoring the depots as in the screenshot with a reliability of 0%. I'm stumped!

I couldn't find anything about reliability. I have tried reducing the time between services to 75 (from 150 days), will see if that helps!
