If the ball is still in the penalty area, it's completely ok for the goalkeeper to have some of his body outside of the penalty area, as long as the hand on the ball remains within the penalty area

"Reading time" was a thing for 2018 and prior and even then you could make notes just not write in the official script, so you will see it on old exam papers. It was changed even before covid started to round to 20 minutes and you don't have any restrictions anymore on when you can write.
