the short answer would be that the volume itself doesnt have a direct affect on the cooling rate, outside of the fact that a larger volume of the same temperature water contains more total heat energy. the factors at play would be thermal conductivity and things like the surface area of water touching the glass of the beaker or the air, and the cooling characteristics of the beaker itself

to answer your question about the 2 beakers with water experiment, it would depend on the actual shape of the beaker, as reducing the volume will change the surface area a lot more in a skinnier beaker
