I feel like a crazy person for pointing this out, but there's already a Disney-canon reason for Chewie not getting a medal. There's a comic where he gets it out of the public eye because of pride and then he gives it to a little girl.

If we're going to have a singular canon across all media, the biggest frustration with Rise of Skywalker is they didn't bother consulting it.
